WARNINGS

1. A lottery variant of the 419 style of scam. Correspondance will simply result in requests for 'administration fees' to cover various costs, but you'll never actually get any money back!

2. 'SMARTBALL LOTTERY, UK' very likely do not even exist and are just a fake company name used by the scammers. This name has been used a lot in these sort of scams, so is an easy one to spot.

3. Notice that the sender uses a free, web based email address. A real company would almost certainly use their own.

"Dear  Winner I thank you for your email message. Diplomats Express Courier provides a variety of same-day courier services for clients of all sizes."...

If you have received this email, please remember that it is very common for these email scams to be redistributed at a later date with only slightly different content or the same but with the fake page(s) hosted by a different provider. Also, once you have received one of these hoaxes, it is also common place to receive at least another one and usually a day or two after the first, although not necessarily from the same apparent sender.
